Terry Introduces Healthcare Legislation

WASHINGTON- Today Congressman Lee Terry introduced landmark legislation to overhaul America’s healthcare system. Representative Terry’s simple and affordable plan for healthcare reform, the ‘Simple Universal Healthcare (SUH) Act of 2009’, creates a new health insurance program similar to the Federal Health Benefits Plan (FEHBP) now available to the President, Vice President, Members of Congress and federal government employees.

“Access and cost are the two major problems with health care today,” said Congressman Terry. “The rising cost of health insurance is preventing many people from getting the care they need. My plan tackles both these issues because it offers coverage to everyone and allows the marketplace to drive down costs. My constituents tell me they don’t want a public option so I have a common-sense plan to give the uninsured more choices with limited government involvement. Most important it won’t break the bank to get it done.”

Congressman Terry’s plan:

* Requires a minimum level of preventative benefits such as vaccines for both children and adults, annual physicals, cancer screenings (including mammograms for women), and mental health parity.
* Removes restrictions on pre-existing conditions for those enrolling: 1) within the program’s first year, or 2) during a 3-month period after the individual becomes eligible for the program.
* Require that individuals eligible for the program must be citizens or lawfully admitted to the U.S. for permanent resident; verification eligibility for program will be required, and individuals already covered by FEHBP, SCHIP, Medicaid, or Tricare are not eligible for this new program.
* Allow employers to enroll an employee or employees in the program within a three-month sign-up period.
* No new taxes or cuts in existing federal health benefits programs (e.g. Medicare or Medicaid) are included.
* The administrative costs will be the same as those to administer the FEHBP, which is now just $15 million a year.

 

Terry presenta su Plan de Reforma de Salud

WASHINGTON- Este día, el Congresista Republicano, Lee Terry introdujo una

legislación la cual marcará época al intentar llevar a cabo la reforma del

sistema de salud de los Estados Unidos. El plan de reforma de salud del

Congresista Terry, llamado ‘Plan de Salud Universal Simple (SUH) del 2009’

es económico y simple, además de que crea un nuevo programa de seguro

médico similar al Plan Federal de Beneficios de Salud (FEHBP) el cuál ya

está disponible al Presidente, Vice Presidente, Miembros del Congreso y

empleados del gobierno federal.

 

“El acceso y el elevado costo son los dos más grandes problemas de nuestro

sistema de salud,” dijo el Congresista Terry. “El elevado costo del seguro

médico previene a mucha gente de recibir el cuidado que realmente

necesitan. Mi plan ataca estos dos problemas, ya que ofrece cobertura a

cualquiera y permite que el mercado médico rebaje costos. Mis

constituyentes me dicen que no desean una opción pública, así que tengo un

plan que tiene sentido, ya que provee a personas sin seguro médico, más

opciones con envolvimiento limitado del gobierno. Lo más importante es

que no sufrirán sus bolsillos al hacer uso de este plan.”

 

El Plan del Congresista Terry:

* Requiere un nivel mínimo de beneficios preventivos, como vacunas para

niños y adultos, examines físicos anuales, pruebas de detección de cáncer

(incluyendo mamogramas para mujeres), y de salud mental.

 

* Remueve restricciones a condiciones pre-existentes para quien se enrole:

1) durante el primer año del programa, o 2) durante un período de 3 meses

después de que el paciente sea elegible para enrolarse en el programa.


* Requiere que las personas que sean eligibles para el programa deban ser

ciudadanos, o residentes permanentes legalmente admitidos a los Estados

Unidos; verificación de eligibilidad será requirida, y pacientes yá

cubiertos bajo FEHBP, SCHIP, Medicaid, or Tricare no serán elegibles para

este nuevo programa.

 

* Permitirá a empleadores a enrolar a un empleado, o empleados en este

programa, durante un período de enrolamiento de 3 meses.

 

* No nuevos impuestos o recortes en programas federales existentes de

beneficios de salud, por ejemplo ( Medicare or Medicaid) serán incluídos.

 

* Los costos administativos serán los mismos que los administrados por

FEHBP, los cuales son de $15 millones por año.
